QUARTERLY

CPPG is the flagship institute for public policy and social science research at FC College. It aims to create an innovative and inclusive ecosystem for research and policy design in Pakistan. CPPG supports cross-cutting and interdisciplinary research and teaching on issues of socio-economic, political, and human development in Pakistan, and globally. At CPPG, students are encouraged to contribute to research and publish their theses via social science journals and as academic papers. The Centre’s Quarterly is a student-led academic newsletter that provides young researchers with a platform for developing and evaluating new ideas across thematic areas. The Centre’s mission is to produce evidence-based knowledge products and to expand the dialogue on public policy within a community of students, faculty, academics, and practitioners.

INTRODUCTION Dr. Saifullah Sumbal, Director Southwest Region, Ministry of Environment, Conservation and Parks of the Government of Ontario, Canada, was invited to speak on Intergovernmental Relations in a Federation and the Role of Civil Service - A Canadian Perspective on March 6, 2024. Sumbal initiated his talk by sharing the importance of intergovernmental relations within a federation. He argued that these relations are more important in a federation than in any other form of government, mainly because the federating units need to define relationships in terms of providing services, protection, business opportunities and economic development to their residents.
