QUARTERLY

CPPG is the flagship institute for public policy and social science research at FC College. It aims to create an innovative and inclusive ecosystem for research and policy design in Pakistan. CPPG supports cross-cutting and interdisciplinary research and teaching on issues of socio-economic, political, and human development in Pakistan, and globally. At CPPG, students are encouraged to contribute to research and publish their theses via social science journals and as academic papers. The Centre’s Quarterly is a student-led academic newsletter that provides young researchers with a platform for developing and evaluating new ideas across thematic areas. The Centre’s mission is to produce evidence-based knowledge products and to expand the dialogue on public policy within a community of students, faculty, academics, and practitioners.

Introduction The promulgation of the Juvenile Justice System Act (JJSA) in 2018 was a significant step towards ensuring social reform and safeguarding the rights of the child keeping their vulnerabilities and special needs in mind. A bare reading of the law shows that the JJSA was enacted with the goal of transforming the treatment of juvenile offenders at every stage they encounter the legal system. It therefore emphasizes rehabilitation and enhanced access to justice mechanisms. However, five years later, doubts about the efficacy of the law, concerns regarding its implementation, and questions with respect to the extent it succeeded in protecting the juvenile, persist.
