QUARTERLY

CPPG is the flagship institute for public policy and social science research at FC College. It aims to create an innovative and inclusive ecosystem for research and policy design in Pakistan. CPPG supports cross-cutting and interdisciplinary research and teaching on issues of socio-economic, political, and human development in Pakistan, and globally. At CPPG, students are encouraged to contribute to research and publish their theses via social science journals and as academic papers. The Centre’s Quarterly is a student-led academic newsletter that provides young researchers with a platform for developing and evaluating new ideas across thematic areas. The Centre’s mission is to produce evidence-based knowledge products and to expand the dialogue on public policy within a community of students, faculty, academics, and practitioners.

SUMMARY This Discussion Paper reviews National Commission for Minorities Act (NCMA) 2023. It posits a national action plan consistent with Pakistan’s international obligations, national, constitutional, demographic, and socio-political frameworks, and requirements of the Act for protection and promotion of rights of religious minorities. This paper conducts a reappraisal of governance structure and sets out proposals for optimum protection of minority rights.
